My Update on Week 12 of the 2023 Legislative Session

Week 12 started off super CRAZY! The days ran very late. The end of the week became a hurry up and wait kind of week. I honestly couldn’t believe the negotiations going on with legislation; or should I say with Idahoans and children. I’m not sure chess even describes what I was witnessing. CRAZY! There wasn’t Capitol Clarity on Thursday, but we still met for weekly prayer and communion. IT WAS AMAZING!!! If I had to name the thing I was most thankful for this session…that group of pastors and prayer friends that showed up every week would be at the top of the list.

Leaving the building on Friday was bitter sweet, as the session is recessed until Thursday, April 6th. I’m going to miss that place and all of the incredible people that keep it running. The legislators need to wait long enough before they return to see if the governor is going to veto any legislation. If he does, they will need to act on the veto. If there aren’t any vetoes to respond to, the legislature will be able to sine die. 

H 292 GOVERNOR’S VETO! The House votes on Tuesday and the Senate on Wednesday. PROPERTY TAXES – Amends, repeals, and adds to existing law to create property tax relief by creating the School District Facilities Fund and the Homeowner Property Tax Relief Account, both of which are funded by state moneys. THIS HASN’T HAPPENED IN IDAHO SINCE 2007, when the Legislature overrode then-Governor Otter’s veto of a bill banning smoking in bowling alleys. Prior that, it was in 2002, when they overrode then-Governor Kempthorne’s veto of a bill repealing Idaho’s term-limits law.

H314a MINORS – sponsored by Representative Jaron Crane and Senator Cindy Carlson amends and adds to existing law to prohibit certain materials from being promoted, given, or made available to a minor by a school or public library. The Children’s School and Library Protection Act requires public schools and community libraries to take reasonable steps in restricting children’s access to obscene or harmful material. This legislation was passed in the House by a vote of 40-30-0. H 71a VULNERABLE CHILD PROTECTION ACT sponsored by Representative Bruce Skaug adds to existing law to establish provisions regarding vulnerable child protection. According to the Statement of Purpose, “The Vulnerable Child Protective Act would prohibit puberty blockers, cross-sex hormones, and sex reassignment surgeries for children under the age of 18 when administered or performed for the purpose of changing the appearance of a child’s sex. These medical and surgical interventions can cause irreversible physical alterations; and some render the patient sterile or with lifelong sexual dysfunction, while others mutilate healthy body organs. This legislation also provides for exemptions for medically necessary uses of these drugs and procedures.”

It was returned to the House where there was a passionate debate. During the debate, Representative Brent Crane stood boldly for Idaho’s children. He spoke about viewing God as a loving God. “Let’s be honest with our kids, let’s tell them the truth even if the truth isn’t what they want to hear.” Crane declared. Debate in the House was very lively. Representative Berch stated that covid was not over. Rep. Garner spoke about business coming before the individual. He said if someone says they need their job, it’s not true in this day. He seemed as if he was trying to imply that jobs were replaceable. Rep. Mickelsen and Furniss also spoke for businesses, not individual people.  Representative Tanner, B. Crane, and Shepherd stood up for individual rights for people. It was passed in the House 43-27-0. Unfortunately, the HCR 17 that rejected the PROPOSED RULES GOING THROUGH EDUCATION (Dockets 08-0204-2201 AND Docket 08-0301-2201) the worst of the worst, they were drawered in the Senate Education by Representative Julie Yamamoto and Senator Lent. This is absolutely heartbreaking and horrible for Idaho’s children. These federal, agency policies now BECOME LAW. SUPER, DUPER DANGEROUS! I continue to be very disappointed and stand behind my belief that there is an agenda behind this “Red Tape Reduction Act” in removing “his” and “her”. I do NOT  believe their “no intent” in removing these words. There most definitely is intent and the intent is GENDER NEUTRALITY.

There continues to be frustration over my concern of the use of the word “equity”.  It amazes me how some days they really want words to matter and then other days they are quite bothered by the fact that words matter. Anyway, we have now approved: the equitable selection process for charter schools; omitting parents in 3 sections and making us legal guardian; inserting the use of “gender” which is NOT in Idaho code; students “identified” as…(You gotta love data collection. Who is doing the identifying? Once a child is identified, can they ever be unidentified?); etc, etc.

  1. The Legislature reconvenes Thursday, April 6th
  2. Please pray for all of our leaders and their families.
  3. My new phrase – “Your enemy is not my enemy.” I learned this from a very wise friend. We need to stop judging people for who they speak with because relationships are important.
  4. Seek TRUTH! Please do not believe what you see or hear in social media or on TV.
  5. Communication is key!
  6. Relationships are important! You never know where someone has come from, what they have gone through, or what they are facing…BE KIND.
